Invitation to Tender - SHC-ITT2026-001 - Provision of Security Personnel Services

To all Tenderers


1             You are invited by the Government of the Republic of Singapore, represented by the High Commission of the Republic of Singapore in London, United Kingdom under the Ministry of Foreign Affairs, to participate in this Invitation to Tender (“ITT”) for the provision of Security Personnel Services.


2             The ITT package comprises the following documents, which may be collected in person at the Singapore High Commission, 9 Wilton Crescent, SW1X 8SP:


i.             Covering Letter

ii.             Prescribed Form of Tender

iii.             Instructions to Tenderers

iv.             Conditions of Contract

iv.             Requirement Specification (including Price Schedule and Evaluation Criteria)

v.             Guidelines for Tenderers

vi.             Form of Agreement


3             The tender opens on Thursday, 5 March 2026, and closes on Thursday, 9 April 2026 at 5pm (London time). Tenders submitted after the closing date and time will not be considered.


4             A compulsory tender briefing will be held on Tuesday, 10 March 2026 at 10am (London time) at the Singapore High Commission. To register, please contact Third Secretary (Admin & Technical), Mr Andy Sim, at Andy_SIM@mfa.gov.sg.


5             Interested tenderers must make an appointment to collect the ITT documents in person. Documents will only be released upon signing of a Non-Disclosure Agreement (NDA).


6             All tenders must be completed in accordance with the ITT requirements and submitted by hand, in a sealed envelope clearly marked: “Provision of Security Personnel Services”. Submissions should be delivered to:


             Singapore High Commission
             9 Wilton Crescent, London SW1X 8SP

             no later than Thursday, 9 April 2026 at 5pm (London time).
